General industrial action in Spain on March 29th
Please be informed that Spain is facing a national strike on March 29th, 2012 against the changes in legal regulation for employment. A certain level of impact in the transport sector due to demonstrations and closures of companies might be unavoidable.
DHL Express will implement contingency actions to minimize service disruptions. However, please note that inbound and outbound shipment delivery delays are possible on that day.
Normal service levels are expected to resume on March 30.

Airport strike for ground handling/operations on March 27th
Dear customer,
Please be informed that a warning strike for ground handling/operations at the airports in Frankfurt, Stuttgart, Munich and Cologne has been called in by Ver.di (union) for Tuesday, March 27th, 2012.
Whether and to what extend DHL Express will be affected by these strike actions, will depend on the local impact of the walkout of the entire airport operations.
In order to minimize disruption, DHL Express has developed contingency plans. We will transport your shipments by road and will provide - if necessary - alternative loading and unloading.

Strike in Portugal on March 22nd
Please be informed that Portugal is facing a national strike on March 22nd, 2012, which may affect all sectors of the public service. A certain level of impact in the transport sector due to demonstrations and closures of companies might be unavoidable.

Express shipments to embargo countries
We would like to call your attention to the fact that dispatch of express shipments to "embargo countries" Eritrea, Iran, Libya, North Korea, Somalia and Syria takes place only on the basis of and in strict compliance with the existing EC/EU regulations on this subject.
Please therefore note that the dispatch of your express shipments to this is only possible as part of a two-step export procedure via ATLAS. This applies to the shipment of documents as well. Without exception, all shipments to these countries are therefore to be treated as dutiable shipments and to be sent as such (product code WPX).
Please also note that the posting of shipments to these countries is not possible at our retail outlets.
The new Regulation on the Iran embargo
The new Regulation (EU) No. 267/2012 on the Iran embargo went into effect in late March 2012; it replaces the previous Regulation (EU) No. 961/2010.
Key new features include introduction of a ban on importing crude oil and petroleum products from Iran into the European Union and an expansion of the ban on supplying key equipment and technology to the petrochemical industry in Iran. Further changes in the new regulation are in regard to trade restrictions on dual-use goods and inclusion of funds transfers in payment transaction monitoring.
Annexes VIII and IX of the regulation list the names of private individuals, companies and organizations who may not be provided, either directly or indirectly, with funds or economic resources within the scope of the embargo.
DHL Express continues to transport shipments to/from Iran in strict compliance with all existing embargo regulations. In this context, please note that all express shipments to Iran require an export accompanying document and thus registration via ATLAS. This applies to the shipment of documents as well. All shipments to Iran are therefore to be treated as dutiable shipments (product code WPX).

The Union of Air Traffic Controllers (GdF) has resumed the strike actions at Frankfurt Airport since yesterday to be continued until Thursday, March 1st, 2012, 5.00 a.m.
The contingency plan implemented by DHL Express ensuring the continued transport of your shipments via Leipzig will be therefore adhered until end of strike. As mentioned before minor delays especially regarding shipments with time options might still occur.

As the Union of Air Traffic Controllers (GdF) has temporarily suspended the strike actions at Frankfurt Airport flight operations are going back to normal.
DHL Express has also passed on to its regular schedule. We monitor the situation very closely and will respond again when needed.

Strike by French aviation industry workers
Please be informed that starting Monday, February 6th a strike led by French labor unions representing pilots, cabin and ground crews has been called in. The strike ends on Thursday, February 9th, 2012.
DHL Express has set up contingencies to make sure that this strike does not effect transit times of your shipments to/from France.

General industrial action in Belgium on 30 JAN 2012
Please be informed that Belgium is facing a National Strike on Monday, the 30 JAN 2012. The exact involvement of Air Traffic Control and public sector remains unclear at this stage, but a certain level of impact is unavoidable.
From an ATC point of view at this moment impact looks to be limited to regulations, caused by local restrictions. Impact on the Road Network due to Blockades etc can not be determined at this point.
In order to minimize the risk of a disrupted network due to above unpredictable’s a contingency plan has been prepared and proactively implemented. Intention is to bypass BRU for a large part of the Transiting volume via Leipzig. Regular road transports between Belgium and Germany will be proceeded as normal.

United Kingdom: planned industrial action in the public sector on Wednesday November 30, 2011
Please be informed that DHL Express expects no adverse impact on service to/from the United Kingdom from the planned industrial action in the public sector on Wednesday November 30, 2011.
Operations will function as normal. DHL Express will do the utmost to minimize service impacts as much as possible.
Customs delay for Express shipments to Saudi Arabia
Please be informed that there is currently a backlog on the Bahrain-Saudi Arabia Causeway. Customs operating hours have been reduced to a 12 hour shift during daylight hours only.
The express industry has been allocated a limited number of movements per day.
Due to the reduced operating hours there is currently a 36 hour wait pending entry to the causeway customs clearance point. The following shipments are affected: all shipments with destination Dhahran, dutiable shipments with a value >100US$ and heavy weights.
At this stage it is unclear how long the current situation will continue, or when it will improve.
Industry wide negotiations with the Causeway Customs & Security authorities on both sides of the border are ongoing.

Update on courier circular has been published by Turkish Customs Authority
Effective from August 23, 2011 a new update on the courier circular has been published by Turkish Customs Authority. With this new circular low value shipment limit decreased to EUR 75 from EUR 150. As a consequence of this all bonded shipments which are above EUR 75 will be subject to formal customs clearance.
Air express companies are now allowed to deliver low value shipments (below EUR 75) to corporate bodies or companies regardless content is a sample or not. Previously only shipments with a "SAMPLE" statement on AWB and invoice were able to be delivered to them.
Please be informed that X-ray controls for low value bonded shipments will be realized by Turkish Customs Authority.
Please expect delays for inbound customs control though DHL Express will do the utmost to avoid service impacts.

Shipment of printer cartridges to Great Britain
Please note, that Express shipments to Great Britain, which contain printer cartridges (even if the cartridges are installed in a printer) will be handled with special safety measures at least until December 2011. Such shipments will not be processed and have to be inspected separately.
- If the weight of the cartridge does not exceed 500 gram, the shipment can be transported via the DHL Express air network
- If the weight of the cartridge exceeds 500 gram, the shipment can only be transported via DHL Express road network after a special inspection
European Union expanded existing Iran embargo

On May 23rd, 2011, the European Union expanded the existing Iran embargo to additional individuals, companies and organizations including the Europäisch-Iranische Handelsbank (EIH-Bank; Depenau 2, 20095 Hamburg, Germany, Sanaee Avenue, P.O. Box 79415/148 Kish Island 79415, Branch No. 1655/1, Valiasr Avenue, P.O. Box 19656 43 511, Teheran, Iran). Please find a list of the involved companies and individuals here.
DHL Express has suspended pickup and delivery services to/from these companies, individuals and organizations. Same applies for the forwarding of shipments that have already sent to/from these addresses. DHL Express Germany will return these shipments to the sender. The same applies for shipments sent to addresses on the embargo-list that we may receive in the future.

Information on Volcanic eruption in Iceland

At the moment there are no service restrictions due to the volcanic eruption on island. We will inform you if the situation should change.
Service-Update, May 25th 2011, 1:30 pm
Authorities in Norway, Denmark, Sweden and Northern Germany, have partially closed their air space, due to an ash cloud emanating from the Icelandic volcano Grimsvotn, which has reached the Northern parts of Europe.
DHL has implemented contingency plans to process shipments with only minimal delays. Ad-hoc road operations were successfully run in Scotland yesterday and will be established, where possible, in the regions that are affected today.
DHL's transatlantic and other European air-based services are currently not affected. Flights from and to Iceland (Keflavik airport) and Scotland are currently possible. DHL does not anticipate any major impact on its main European hub in Leipzig, although some delays may occur.
DHL is monitoring the situation closely and will follow instructions of European and national air traffic authorities.
Should more air space over Europe be closed by national authorities, DHL will implement further contingency plans and establish alternative networks to process shipments in the affected regions as soon as possible.

Due to the volcanic eruption of the Grimsvotn volcano, the Icelandic airspace is closed until further notice.
DHL Express is therefore currently unable to transport your shipments to and from Iceland.
DHL Express is closely monitoring the situation and is doing everything to keep service restrictions as low as possible. We will inform you as soon as the situation changes.

Express shipments to and from Japan
Due to the partially destroyed and disrupted infrastructure, there are service restrictions in those regions of Northeastern Japan affected by the earthquake and tsunami:
- In the Fukushima Prefecture it is only possible to make restricted deliveries of shipments. DHL Express is still not delivering any shipments in the 30km exclusion zone, and in those areas worst affected by the earthquake and tsunami. In addition, DHL Express is not collecting any shipments throughout the entire Fukushima Prefecture.
- In the Iwate and Miyagi Prefectures DHL Express has resumed the collection and delivery of shipments. Service restrictions continue to apply here in those districts worst affected by the earthquake and tsunami.
Service limitations in Libya
Due to airspace closure, DHL Express suspended the service to and from Libya until further notice. Presently, DHL Express does not offer pickup and delivery services in Libya. Local delivery service will continue as and when it is safe to do so.
DHL Express is closely monitoring the situation and is doing everything to keep service restrictions as low as possible. We will inform you as soon as the situation changes.
Express shipments to Bahrain
DHL Express Service Centers in Bahrain are operating as usual and offer pick-up and delivery services. Individual service restrictions apply for some not accessible areas of the country.
The political situation in Bahrain remains tense. DHL Express is closely monitoring the situation and will provide more information as appropriate.
New customs directive for Turkey
On March 8, 2011 the Turkish customs authorities implemented a new directive for the transportation of Mail and Express shipments. This specifies that Express companies must undertake the customs declaration in full - regardless of the product specification. These new regulations apply to all Express companies in Turkey.
This new directive could potentially affect the customs clearance process of your shipment to Turkey, particularly if it contains documents or low-value items. We are working closely with the Turkish customs authorities to prevent any possible delays in customs clearance and to avoid any negative knock-on effects.
In order to ensure that your shipments are processed smoothly at customs, it is important that the following information is recorded on your shipments to and from Turkey.
For shipments TO Turkey (Inbound):
- For the shipment to be processed smoothly, a full and accurate description of the goods shipped is required.
- The actual, correct value of the shipment.
- For non-commercial shipments, "Free of Charge" must be written on the invoice.
- Preferably, the HS-Code (HarmonizedSystem Code) should also be stated on the invoice.
For shipments FROM Turkey (Outbound):
- For the shipment to be processed smoothly, a full and accurate description of the goods shipped is required.
- All shipments, except for documents exported from Turkey, need the HS-Code (HarmonizedSystem Code). Stating the HS-Code together with a full and accurate description of the goods on the invoice and the air waybill mean that your shipment will be processed more quickly.
- Shipments of commercial samples weighing over 30kg, or whose value is estimated to be over Euro 1,500, must be accompanied by a "Sample Confirmation Letter" confirming that they are commercial samples.

Shipments to Iran
As a result of tightened customs clearance regulations, an accompanying export document and therefore registration via ATLAS, is required for every Express shipment to Iran, with immediate effect. Since 01.12.2010, this also applies to the Express delivery of documents. All shipments to Iran should therefore to be treated as dutiable shipments. This is the only way to avoid deliveries being delayed or even returned.
